Govt Developing Online System for Transparent Fertilizer Distribution: Minister Pariyar

Minister for Agriculture and Livestock Development Dr. Madan Prasad Pariyar has announced that the government is introducing a digital system to make the distribution of subsidized chemical fertilizers more transparent and accessible to genuine farmers.
During a field inspection in Parsa and Bara districts on Saturday, Minister Pariyar said the government had received widespread complaints that real farmers were being deprived of subsidized fertilizers.
“We are building an online system to record exactly which farmer receives how much fertilizer. This will make the process transparent and fair,” he said.
Pariyar noted that although the government spends large amounts to purchase fertilizers at high international prices and provide them at subsidized rates, distribution-related irregularities remain a major challenge. He said some local cooperatives and authorized dealers have been misusing the system, allowing well-connected individuals to benefit at the expense of genuine farmers.
The new digital mechanism will enable authorities to track fertilizer allocation in real time, detect irregularities, and curb misuse. The ministry expects that the reform will significantly improve transparency and ensure long-term fairness in the supply chain.
Currently, the government’s procurement rates stand at Rs 14 per kg for urea, Rs 43 for DAP, and Rs 31 for potash. Nepal imports 450,000 to 500,000 metric tons of fertilizer annually, yet demand continues to exceed supply. Pariyar also encouraged farmers to increase their use of organic manure.
He further stated that the government has proposed continuing the Rs 70 per quintal subsidy for sugarcane farmers. Addressing farm mechanization, he said the adoption of modern tools could help reduce production costs and improve productivity. Agricultural experts at the event stressed the need for stronger investment in research, innovation, and livestock development.
